Market and Coastal Towns Initiative (MCTI)

The Market and Coastal Towns Initiative was managed in the West Country by the Market and Coastal Towns Association. The award of funding to Dawlish in 2004 allowed a process to be developed with public participation, identifying the strengths and weaknesses of the town and the surrounding area.

The Dawlish Regeneration Group was the name given to this project, supported by Dawlish Town Council, Teignbridge District Council and Devon County Council. A co-ordinator was appointed by Across the Coastline to act as the leader for MCTI projects in Dawlish and in Teignmouth, being undertaken in parallel. Management Consultants Hannah Reynolds Associates were also commissioned to provide training and process skills.

Public consultations launched the project with the questions, 'If Dawlish was to float away over the horizon, (a) What would you be glad to be rid of?, (b) What would you most miss, or value about Dawlish? and (c) What can be changed and how?

At a public meeting an analysis of the hundreds of 'Post-it' notes was presented to identify the main issues facing Dawlish to ensure a healthy future. Volunteers were invited to join a small core to study groups of topics and develop solutions.

As a component of the process a 'Vision for Dawlish' was written/composed and this has been incorporated in planning objectives of Teignbridge District Council in the Local Development Framework documents.

Potential solutions were tested against critical measures and a list of projects assembled. Some common features were seen in a number of them, and the projects were in some instances combined. They all appear in the Action Plan. You can download the full text of the plan, or the shorter version, which reached every doorstep.

The MCTI process was of limited duration, and intended to lead to other steps being taken by the Dawlish Regeneration Group to carry the aims of the plan into effect.
