Dawlish Warren

Consultations

Following meetings in Dawlish Warren the key priorities for the area were agreed to be:

1. Make Dawlish Warren more of a year round resort
2. Improve the cleanliness of Dawlish Warren
3. Improve the tunnel to the beach - vehicular and pedestrian access
4. Improve marketing and promotion
5. Improve communications with businesses and residents

The continuing aspirations of Dawlish Warren as a holiday resort suggest that the beach area at Dawlish Warren would benefit from an overall plan to which the public sector and private sector investment could work to generate, over a number of years, a much improved facility in terms of landscaping, continuity of materials and safety.

Similarly the 'Mediterranean' architectural style of the much of the holiday accommodation suggests that there is an opportunity to reinforce this by a street planting regime similar to that in Falmouth and Truro where the road approaches to both towns are lined with palms or yuccas to give an attractive holiday 'feel' to the area, as with some campsite operators.

Dawlish Warren has crude speed humps and speeds restrictions. However no spaces have been left for cycles to pass between hump and pavements. Some humps are too high, causing problems and damage to tow hitches and suspensions and prohibiting lower suspension buses with disabled access from operating on this route.

Actions Proposed for Dawlish Warren

• Establish a local tourism group (W1 in Plan)
• Develop an all weather facility (W4 in Plan)
• Reinstate beach huts (W7 in Plan)
• Investigate jetty for Dawlish Warren (W5 in Plan)
• Make Dawlish Warren a 'year round' resort by developing a marketing and promotion strategy and by improving communications between businesses and residents (W2 in Plan)
• Develop an investment and landscaping strategy for the beach area at Dawlish Warren - improve the tunnel to the beach (W6 in Plan)
• More police patrols especially in season/evenings
• Install better waste and recycling facilities
• Improve the cleanliness of Dawlish Warren'
• Develop a casino at Dawlish Warren
• Improve visitor accommodation and affordable, rented housing for people who live/ work at the Warren
• Re-site speed humps away from bus stops
• Provide shelters and more seating on sea front
• Provide toilets at other end of beach/information centre
• Develop a greater variety of shops for visitors and locals

Holcombe

Issues for Holcombe

• Housing and new buildings in the village. New housing within the central area and beyond continues to cause concern, particularly where the increase in traffic relates to access onto the A379 and narrow village roads. Some recent planning applications have been opposed because they were alien to the local natural environment.
• Public open spaces. A potential public open space along Hall Lane has been reviewed and rejected because the site is unsuitable, being potentially very wet and low lying. The current children's play area within the Village Hall boundary may be removed to accommodate extra car parking for the new Village Hall annexe. A new play site is under consideration within the hall boundary.
• Community events and evening classes may be accommodated in the enlarged Village Hall.
• Cost of travel for the elderly has been eased with the introduction of the bus pass scheme, but issues remain for younger elements of the population.

Specific Actions proposed

• Introduce travel voucher scheme to be used on taxi/community transport services
• Provide evening classes at Holcombe village hall
• Approach bus companies about level of fares

Cockwood

Issues for Cockwood

• Traffic flow across bridge and coast road past Anchor Pub
• Facilities for residents
• Protection of the marsh
• Housing for young people

Specific Actions proposed

• Give way signs on bridge. Better signage to direct holiday traffic away from harbour road
• Open village shop
• Provide access to mobile library
• Provide children's park/swings
• Extend cycle route and footpath along side of railway
• Create parish council - a voice for Cockwood/Cofton
